In googling the guidelines I came up with this:

They need to have at least 1 feature from 3 categories (see link for details)

Each state may enact tighter restrictions than the federal government.
AC does have microprinting which, with laser printing, is supposed to be unable to be photocopied.

Technically the rules only apply to Medicare and Medicaid, but....

The flip side is that there are a number of reasonable priced places to find paper
