Last week, I installed AC 7.1.3, which you can still download from the AC client portal today:

You also need the database tuner:

Even if 7.1.3 doesn't fix your problem, you'll have the most recent 7.x version.

But you may well have a non-AC problem, namely that you as a user really don't have the right to start the named service, either because you're not an administrator or a rights-option has been unchecked somewhere in Windows services.msc.

The first step after getting 7.1.3 is to see if it installs when you right-click on the program file and run it as administrator.

If that fails, look for the service that won't start through services.msc (or by going to control-panel, administrative-tools, services). This can be tricky if you're not sure what you're doing.
