I have ended my participation with MU at this point, but here is my understanding:
1. The "declines patient summary" now gives you a way to NOT have the encounter counted in the Item 13 totals.
2. The "patient ed given" applies to Core Item 10.
3. The function of "print instructions" is unchanged.
That is just my assessment. Kate at AC knows this stuff inside and out; maybe she (or someone else at AC) will chime in with a more official answer....
