You can have multiple high level users; in fact I don't think there is a limit on the number.
If you are periodically going to use a locums, you might want to create a generic "locums" provider and change the passwords as they come and go. Otherwise you will end up with a number of providers that are not used (remember, you cannot delete a provider, just deactivate them).
