That would be huge step up, in my opinion. It is the "having to see these deactivated users all the time" that drives my doctors nuts.

I truly do not understand the problem. If they are deactivated in the admin section, they will not show up when you go to send a message. Yes, they are still "in the background" but they are not in the active lists. It is a very good analogy to deactivating a patient.
