Looking back, I think CMS was just trying to find another way to keep more funds for themselves. They got us on a technical. Attesting the EMR meaningful use easily trumps the requirements to avoid the 1% reduction, BUT NOT UNLESS YOU FILL OUT THEIR FORM by a certain date.
