David, what you want is for users to be able to access a file without being able to copy it. Sounds simple, but it isn't....just ask the RIAA, Sony, Viacom, etc, etc. You are basically talking about the same thing they have been trying to do on a larger scale. All want you to access their product but not be able to copy it and give it to someone else.
Remember the famous quote that trying to make digital files uncopyable is like "trying to make water not wet."
