CRR, thanks for noting that this problem is not limited to Windows XP. We have the same problem on Windows 7, Vista, and Windows Server 2008. And we are using AC 6.0.9.
I suspect the lack of greater outcry is more from people not noticing the continual attempt to reinstall these updates.
