From what I have read the difficulty will be the verification that will be required to prescribe controlled substances will be more complex. You will need either a biometric (fingerprint reader for example) or a separate encrypted token (RSA for example)code so that people will not be able to use your computer and password and send out prescriptions.
They want it tighter than that.
