look for a washable mouse. They typically are silent to click but hard to actually click. The hospital I worked at previously had these washable mouses for OSHA reasons that were silent clicking mouses but the users HATED them. I do not remember the brand.
Good luck, obviously a try before you buy approach but the local hospitals my have such mouses in their organizations.
